Here you have my take on the subsitute of the Green Goblin, the less mad- more criminal Hobgoblin.
Thinking that in origin he is a criminal with robbed Goblin weaponary, he wouldn'tbe as interested in playing the character as in being well equipped, so I tried to make him look like a "Commando Goblin", a pro in the use of the tools of the trade who doesn't care to use a current gun if he has to, rather than pumpkin bombs.
His clothes are dark so he doesn't get easily spotted inthe sky, and are as light as they can be (actually, the clor scheme is taken from a design for the Taskmaster miniseries in the Marvel Comics). The coat gives more protection, being made of a more solid material, and the Hobgoblin mask is thought to protect the face an identity of Kingsley or whoever it actually is, more than to depict a monster. This said, when you fly at high speed on something like that glyder, wearing a cape is the worst idea ever, but I tried erasing it from the design and...it just wasn't the Hobgoblin...so let's just give it a pass this time, ok? XD
I remember great episodes featuring this guy in the 90's series, he was really a treachirous weasel. It's a pitty we won't get to see him in Spectacular Spiderman since the series got cancelled...
